Mr. Wheeling stated that he has a Master's degree in Business <br />Administration from Vanderbilt University; he worked as a senior <br />financial analyst for a major chemical company where he analyzed <br />business investments in excess of $100 million dollars; he has 6 <br />years' experience with General Development Corp., the last 2 <br />years being with GDU; and he has testified on utility rate <br />matters before the Glades, Hendry and Charlotte County <br />Commissions. <br />Attorney Shandloff asked if Mr. Wheeling has reviewed the <br />testimony, numbers, transcripts, etc., from the 1983 rate hear- <br />ing, and Mr. Wheeling confirmed that he has. <br />Attorney Shandloff then entered a xerox copy of the <br />Transcript of Proceedings of the rate hearing held by the County <br />Commission on November 9, 1983, as Exhibit "A". <br />(ALL EXHIBITS ENTERED ARE ON FILE 1N THE OFFICE OF THE <br />CLERK TO THE BOARD.) <br />Attorney Vitunac inquired if the residents had a spokesman. <br />William W. Davenport, Sr., informed the Board that he was <br />spokesman for the Vero Shares Home Owners Association, consisting <br />of approximately 155 homes, with about 105 active members. <br />Attorney Vitunac advised Mr. Davenport that he had the <br />option to look over the evidence being presented, but Mr. <br />Davenport did not -wish to take the time to do that tonight as he <br />believed there are hundreds of pages involved and he could not <br />make every member familiar with it. He was sure it would not <br />satisfy everyone tonight. <br />Attorney Shandloff then entered a copy of the original rate <br />case filing into the record as Exhibit "B". <br />Mr. Wheeling briefly reviewed the history of GDU's applica- <br />tion for this rate increase, explaining that in 1983, GDU filed <br />for water and sewer rate increases based on the 1982 test year's <br />expenses.
