MAR 19 -1986 <br />Boa 6 3 r,�,r .9 5 1 <br />charges, and different capitalization, and Mr. Wheeling stated it <br />would. <br />Attorney Shandloff asked what improvements have been made to <br />the sewer system since 1982, and Mr. Wheeling advised that <br />additions totaling more than two million dollars have been made <br />to the wastewater treatment plant and improvements have also been <br />made to the perc ponds. <br />Attorney Shandloff asked if the rates would be higher if GDU <br />based their rate increase on the current facilities with the <br />provision for a fair rate of return, and Mr. Wheeling stated that <br />they would. <br />Attorney Shandloff advised that he would ask Mr. Morris to <br />explain the facilities that were put in, but stressed that none <br />of those are included in this request. He then had Mr. Wheeling <br />identify the GDU Service Availability and Main Extension Policy, <br />which was approved in 1984 and which is currently in effect, and <br />entered same into the record as Exhibit "D". <br />Attorney Shandloff asked Mr. Wheeling what the above shows <br />re rates, and Mr. Wheeling stated that it shows sewer connection <br />charges calculated based on a 75% contribution level as directed <br />by the Indian River County Commission. <br />Attorney Shandloff asked Mr. Wheeling if the numbers shown <br />are true and accurate to the best of his belief, and Mr. Wheeling <br />confirmed that they are. <br />Curtis Morris, business address -901 Pruynville Rd., Port <br />St. Lucie, came before the Board, acknowledged that he had been <br />sworn in, and stated that he is Division Director for General <br />Development Utilities in their Port St. Lucie, Vero Shores, Vero <br />Highlands, and Silver Spring Shores Division in Ocala, and his <br />responsibilities are to manage the day to day activities of the <br />water and sewer facilities in those divisions. Mr. Morris cited <br />his qualifications of approximately 20 years experience in the <br />water and wastewater field for which he is licensed by the State <br />of Fl-orida. <br />6 <br />
