BOOK 63 Fnut 953 <br />Director Pinto confirmed that the improvements discussed by <br />GDU were made after the test year of 1982 and that during our <br />analysis re wastewater treatment, we determined that the plant in <br />existence at that time was 100% used, and, in fact, the existing <br />customers were exceeding its capacity. Director Pinto then <br />referred to the 75% capture of capital through impact fees dis- <br />cussed earlier and pointed out that will be a major,concern in a <br />future rate case because that is capital money that is contribu- <br />ted and it reduces the amount of money they can recover on the <br />amount of investment they make. <br />Commissioner Wodtke asked if there wasn't a moratorium on <br />any additional construction at the time of the 1983 rate hearing <br />because of the plant capacity, and Utilities Director Pinto <br />confirmed there definitely was. <br />Discussion continued re the fact that everything presented <br />by GDU is based on the test year of 1982, and Utilities Director <br />Pinto emphasized that we do not want future expense to be placed <br />in the rate base. <br />Chairman Scurlock asked when staff analyzed this, if they <br />found any administrative expenses that were high, and Director <br />Pinto stated that staff reviewed all expenses including salaries <br />of personnel, and they were not out of line. <br />Assistant Utilities Director Barton referred to his memo of <br />March 19th: <br />8 <br />
