1/26/95(re8o\motorvot)Vk <br />RESOLUTION NO. 95-13 <br />A RIEOLUTION OF THE BOARD OF COUNTY COMISSIONERS 01 <br />INDIAN RIVER COUNTY, FLORIDA, TO THE UNITED STATED <br />CONGR212, URGING REPEAL OF TNR NATIONAL VOTER <br />REGISTRATION ACT (POPULARLY KNOWN AE THE 11310TOEt. <br />VOTBR" LAM), <br />WHEREAS, because of new federal and state regulations incident to the <br />passage of the National Voter Registration Act, starting January 1, 1995, <br />people can register to vote by mail without having to provide identification <br />and proof of citizenship; <br />WR R=AE, local election officials will not be able to determine if <br />someone is registered elsewhere, if the person is a citizen, or even whether <br />the person exists; <br />MHBREA8, the number of fraudulent signatures on constitutional amendment <br />petitions will increase because there in nothing to stop signature collectors <br />from collecting voter registration forme, registering a fictitious name, and <br />signing the petitions; <br />MBEREAS, in a close election if a candidate claims fraud has been <br />committed, it will be nearly impossible to prove; and <br />MNEREAS, this law is going to completely change voter registration in <br />the United States and has the potential of affecting election results; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD Or COUNTY COMM1138IONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The Board strongly urges the Congress of the United States to act <br />promptly to correct these provisions of the National Voter Registration <br />Act; <br />2. A copy of this resolution be provided to Florida Senator Scott and <br />members of the legislative delegation for Indian River County and to the <br />National Association of Counties. <br />The resolution was moved for adoption by Commissioner Bird, and the <br />motion was seconded by Commissioner Tippin, and, upon being put to a vote, <br />the vote was as follows: <br />Chairman Kenneth R.
