The machine exhibited good power, excellent handling, and good control <br />panel. The operators were of the opinion that it would be a good grader <br />for use on a route system, but would not prefer it for finish work in road <br />construction due to visibility. <br />ANALYSIS AND ALTERNATIM <br />After evaluation of the Fiat Allis Grader, staff presents the following <br />preference: <br />Purchase 1 Fiat Allis Grader for $66,570 less $4000 " <br />trade-in for the 1965 Cat (Equip. #27), resulting in an <br />expenditure of $62,570. At the present time, the Road <br />and Bridge Department budget contains $154,617 allocat- <br />ed for Heavy Equipment (after the recently purchased <br />Excavator is subtracted). Funds remain available in <br />the amount of $92,047 to purchase a 1985 Caterpillar <br />Grader ($40,965 after considering trade-in value of <br />1981 Cat) under total cost bid. The Fiat Allis would <br />be used on a maintenance route. The Caterpillar would <br />be used by the road building crew. <br />Recent appraisal books indicates that the County should request Kelly <br />Tractor to honor the repurchase bond. <br />PrrMMMDATIONS AND FUNDING <br />Staff recommends that the County purchase the following <br />Vendor: Dewind Machinery <br />1 Fiat Allis FG75 Purchase Price $66,570 <br />less trade-in (1965 caterpillar) 4,000 <br />$62,570 <br />Vendor: Kelly Tractor <br />1 Caterpillar 120G Purchase Price $108,985 <br />less repurchase/trade-in (1981 Caterpillar) 69,725 <br />$ 39,260 <br />Total Cost Repurchase Bond 1,705 <br />$ 40,965 <br />Total Expenditure = $103,535 <br />Total Budgeted funds available = $154,617 <br />Surplus = $ 51,082 <br />If the above recommendation is accepted, the Board should recognize that <br />the brakes, transmission, and other minor components on the Fiat Allis FG <br />75 do not meet bid specifications and that these items be accepted. <br />Chairman Scurlock had a problem with trading in the 1981 <br />Caterpillar and suggested trading in an older piece of equipment <br />instead. <br />Administrator Wright noted that we have a 174 Champion worth <br />about $8,000 and a '65 grader that they anticipate will need a <br />new engine shortly. He felt staff was very hesitant about buying <br />two Fiats and their recommendation is to buy one Fiat, trade in <br />the 181 CAT and purchase the 1985 CAT as outlined in the above <br />memo. <br />33 <br />MAR 2 6 1986 BOOK 03 Pa,E2 <br />
