Davis,-P.E., <br />Public Works Director- <br />DESCRIPTION <br />irector <br />DESCRIPTION AND CONDITIONS <br />At the request of local developers, engineers, and the general public, the <br />Public Works staff has prepared revisions to the current Stonmaater <br />Management and Flood Protection Ordinance. Basically, the major revisions <br />are as follows <br />1) Page 9 - Additional information is requested for Stormwater Management <br />facilities which penetrate the groundwater table. This requirement is <br />to insure that the ground water quality is not adversely affected. <br />2) Page 14 - The "cut and fill" requirement has been relaxed within the <br />100 -year flood plain along the Indian River. Prior to this amendment, <br />a developer working in the 100 year flood plain must balance his cut <br />and fill. The result was that if the 100 -year elevation were six or <br />seven feet above sea level, no fill could be placed without compensa- <br />ting by an equal amount of fill being removed somewhere on the site <br />within the 100 year flood plain. The new amendment relaxes this <br />requirement by stating that this "cut and fill" balance along the <br />Indian River would be enforced below elevation 4.0 NGVD or within the <br />10 -year flood plain, whichever is greater. <br />Other minor revisions have been made to basically clarify the previous <br />ordinance. - . <br />ALTERNATIVES AND ANALYSIS <br />The County staff has mailed copies of the revised ordinance to local <br />engineers and concerned persons. Two workshops were held on Feb. 13 and <br />March 6 to receive comments. Revisions were made following these <br />workshops. Copies were. also distributed at the Sign Ordinance Workshop <br />held on March 11, 1986. <br />The revisions are compatible with the St. Johns River Plater Management <br />District Rules. <br />Staff recommends approval of the revised ordinance. <br />Chairman Scurlock inquired where we came up with the <br />original numbers, and Director Davis advised they were from a <br />model ordinance prepared for a seminar he attended at the <br />University of Florida. <br />40 <br />
