I <br />APR 2 1986 Boost 64 FnUE 68 <br />DISCUSSION RE SALE OF COUNTY CODE BOOKS <br />Administrative Aide Liz Forlani reviewed the following memo: <br />TO: Board of County DATE: April 2, 1986 FILE: <br />Commissioners ' <br />FROM: Liz Forlani <br />Administrative Aide <br />to BCC <br />SUBJECT: <br />REFERENCES: <br />Sale of County Code <br />Books and Supplements <br />At the October 24th, 1985 meeting the Board approved <br />ordering an additional 100 Municipal Code Books because the <br />original 100 Books had been sold or used by County staff. Based <br />on information we received from the Code Company we estimated the <br />cost of the additional books to be approximately $7,200. Today <br />we received the invoice and the price is $7,700. <br />In 1974 the Board set a fixed charge to the public who <br />wished to purchase the Code Books at $75.00. At this time, <br />$75.00 does not cover the full cost to purchase the books,, nor <br />does it take into account the handling, distribution and billing <br />involved. <br />When a Supplement comes in, it takes one person (from the <br />Finance Department) approximately 20 hours to distribute the <br />Supplements to in-house personnel and the public. They also <br />handle the billing and receipt of payment from the public. <br />Currently, .the charge to the public for the Supplement is <br />the total cost of the Supplement divided by 100, but here again <br />there is no charge for handling, distribution or billing. <br />RECOMMENDATIONS: <br />It is suggested that the charge to the public to purchase <br />the- Code Books with up-to-date supplements be the total cost <br />divided by 100 which in this case is $77.00. Added to that cost <br />should be an administrative charge of 15% which is a standard <br />administrative charge used by County Departments. <br />It is also suggested that the charge to the public to <br />purchase the Supplements be arrived at by dividing the total cost <br />of the Supplements by the number of Supplements received, which <br />is now 200, and adding an administrative charge of 15%. <br />It is further suggested that Code Books now issued to <br />in-house personnel and other governmental agencies be returned to <br />Department Heads when an employee leaves County employment and it <br />be reissued when another person is hired to fill that position. <br />SUMMARY: <br />1. Sell Books and/or Supplements on a per unit cost basis <br />plus a 15% administrative cost; or <br />2. Continue as we have in the past at $75.00 per Book, and <br />Supplements on a per unit cost. <br />3. Policy procedure be established regarding return of Code <br />Books by County personnel on termination of employment. <br />68 <br />
