APR - 9 1986 BOOK 1 PAGF.®� <br />DISCUSSION RE NEED FOR NEW ZONING DISTRICT IN INDIAN RIVER COUNTY <br />Fred Mensing, who requested that this matter be placed on <br />today's Agenda, pointed out that while he is not speaking as a <br />representative of the Roseland Property Owners Association this <br />morning, a few people in the area would like to have the County <br />create a new zoning district for the area in question. <br />Before pursuing that request, however, Mr. Mensing wished to <br />question the policy of the Code Enforcement Board on its <br />acceptance of anonymous complaints. He stressed that as a result <br />of these complaints, residents are often forced to retain legal <br />counsel and pay stiff fines, and he felt people should be man <br />enough to come forward and give their name when they have a <br />complaint. Mr. Mensing asked if someone from another area in the <br />county can file a complaint on a specific neighborhood because he <br />felt complaints to the Code Enforcement Board should be limited <br />to those living within one-eighth of a mile from the location of <br />the complaint. <br />Commissioner Bird emphasized that anyone has that right <br />because this county is governed by one set of ordinances that <br />affect all the residents. He felt that if Mr. Mensing believes <br />there are portions of our Zoning Code that are unreasonable, he <br />should bring it to the Board's attention,;and if the Board <br />agrees, then we will change them. However, we cannot have a <br />separate set of codes or ordinances for each little pod in the <br />county. <br />With regard to the creation of a new zoning district for the <br />area, Mr. Mensing pointed out that many people have placed mobile <br />homes on their properties with the hope of building a single- <br />family house later on. That option, however, was done away with <br />in the recent rezoning of residential districts, and a number of <br />property owners would like to see a return to the original joint <br />classification that would permit both single-family houses and <br />mobile homes. Staff has advised that it will cost $500 for an <br />application to develop a new zoning district, but he felt the <br />28 <br />
