Baird; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling, AICP Community Development Director <br />THROUGH: Phil Matson, AICP; MPO Staff Director riv\ <br />FROM: Andy Sobczak; Senior Transportation Planner it) <br />DATE: October 12, 2015 <br />SUBJECT: Agreement with the State Department of Environmental Protection for <br />Maintenance of the Trans -Central Florida Railroad Trail through the St. <br />Sebastian Preserve State Park <br />It is requested that the information herein presented be given formal consideration by the Board <br />of County Commissioners at its regular meeting of October 20, 2015. <br />DESCRIPTION, CONDITIONS & ANALYSIS <br />The Trans -Central Florida Railroad Trail is the centerpiece of the North Indian River County <br />Greenways Plan and is the highest ranked transportation enhancement priority of the Indian <br />River County MPO. Recently, FDOT began the process of designing and constructing all <br />unbuilt portions of the Trans -Central Florida Railroad Trail east of I-95 and an overpass at I-95 <br />linking the trail to the Fellsmere area. In order to enable FDOT to proceed with construction of <br />the trail, Indian River County must adopt the Memorandum of Agreement (MOA) with FDEP <br />committing the County to maintain those portions of the trail constructed in the St. Sebastian <br />River Preserve State Park. <br />With respect to the request, Community Development Department staff has coordinated with <br />Public Works staff regarding the proposed maintenance agreement and Public Works has agreed <br />to perform the requested maintenance. <br />It should be noted that, in order to enable FDOT to begin construction, the County must also <br />enter into an agreement with the State Division of Lands dedicating a trail easement to the <br />County.
