FINANCIAL PROJECT NO. 413731-2-14-01 <br />EXHIBIT "C" <br />(Section 5303) <br />This exhibit forms an integral part of that certain Joint Participation Agreement between <br />the State of Florida, Department of Transportation and Indian River County MPO <br />1801 27th Street, Vero Beach, FL 32960 <br />referenced by the above Financial Project Number. <br />This Agreement is in conformance with Section 5303 of the Federal Transit Act (49 U.S.C. <br />5303) and chapter 341 Florida Statutes. <br />The Metropolitan Planning Organization (MPO) shall ensure adherence to the various Federal <br />requirements documented in FTA (formerly UMTA) Circular 8100.1a, including Title VI of the <br />Civil Rights Act of 1964, Disadvantaged Business Enterprise requirements, and the Americans <br />with Disabilities Act of 1990, and all other federally required certifications and assurances made <br />in its application to the Department for Section 5303 funds. <br />The MPO shall adhere to all applicable planning requirements established and set forth by the <br />U.S. Department of Transportation, including development and timely submission of its <br />Transportation Improvement Program (TIP) and annual/biennial element and Unified Planning <br />Work Program (UPWP). <br />The MPO shall comply with any special conditions imposed by the Federal Transit <br />Administration (FTA) as a condition of grant approval. Costs incurred prior to execution of this <br />agreement can not be charged to the grant. Costs incurred by the MPO to prepare and file an <br />application are not eligible project costs. <br />20 <br />
