INTERLOCAL AGREEMENT ESTABLISHING THE <br />TREASURE COAST WORKFORCE CONSORTIUM AND THE <br />WORKFORCE DEVELOPMENT BOARD OF THE TREASURE COAST, INC. <br />(1) to appoint the members of the Workforce Development Board of the Treasure Coast, in accordance with <br />Section 107 of Title I of the WIOA and Section 8 of this Agreement, which shall serve the functions described in Section <br />107 of Title I of the WIOA; and <br />(2) to enter into an agreement or agreements with the Workforce Development Board of the Treasure Coast, <br />herein named WIOA grant recipient and administrative entity for the development of the WIOA plan as described in <br />Section 108 of Title I of the WIOA; and <br />(3) to review and approve all WIOA plans prepared under Section 108 of Title 1 of the WIOA and jointly <br />submit, along with the Workforce Development Board of the Treasure Coast, said plans to the Governor; and <br />(4) to perform any other appropriate duties necessary for the accomplishment of and consistent with the <br />purposes of this Agreement and the WIOA. <br />7 Quorum and Voting <br />At all meetings of the Treasure Coast Workforce Consortium, the presence in person of a majority of the whole <br />Treasure Coast Workforce Consortium shall be necessary and sufficient to constitute a quorum for the transaction of <br />business. At all meetings of the Treasure Coast Workforce Consortium at which a quorum is present, all matters shall be <br />decided by the vote of a majority of the members of the Treasure Coast Workforce Consortium. <br />8. Establishment, Composition, and Appointment of the Workforce Development Board <br />There is hereby established a Workforce Development Board, which shall be constituted in accordance with the <br />requirements of Section 107 of Title I of the WIOA and this Section 8 of this Agreement (hereinafter called the "Workforce <br />Development Board of the Treasure Coast"). The initial number of members of the Workforce Development Board of the <br />Treasure Coast shall be twenty-one (21). Thereafter, the number of members of the Workforce Development Board shall <br />be determined by the Board. <br />Members shall be appointed for fixed and staggered terms and may serve until their successors are appointed. <br />Terms of Workforce Development Board members shall be three (3) years. Any vacancy in the membership of the <br />Workforce Development Board shall be filled in the same manner as the original appointment. Members may be <br />reappointed for successive terms if the sponsoring organization agrees. Any member of the Workforce Development <br />Board may be removed for cause in accordance with procedures established by the Workforce Development Board. <br />A majority of the Workforce Development Board shall be representatives of the private sector, who shall be <br />owners of businesses, chief executives or chief operating officers of businesses, and other business executives or <br />employers with optimum policy-making or hiring authority or who represent businesses with employment opportunities that <br />reflect the employment opportunities of the local area. <br />Private sector nomination, and the individuals selected by the Treasure Coast Workforce Consortium from such <br />nominations, shall reasonably represent the industrial and demographic composition of the business community. The <br />Chairman of the Workforce Development Board shall be selected from among members of the Board who are <br />representatives of the private sector. <br />Page 3 of 5 <br />127 <br />
