McCoy, AICP; Chief, Current Development <br />FROM: Ryan Sweeney; Senior Planner, Current Developmentf/V <br />DATE: January 8, 2016 <br />SUBJECT: Diamond Court West FL, LLC's Request for Final Plat Approval for a Plat -Over <br />Site Plan Single -Family Development to be known as Lily's Cay [SD -15-05-07 / <br />2006030269-742731 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of January 19, 2016. <br />DESCRIPTION & CONDITIONS: <br />Lily's Cay is a plat -over site plan project that consists of 53 single-family units on 16.20 acres, and is <br />located at the northwest corner of Indian River Boulevard and 41 st Street. The property is zoned RM -6, <br />Residential Multiple -Family (up to 6 units/acre), and has an M-1, Medium Density Residential (up to 8 <br />units/acre) future land use designation. The density for Lily's Cay is 3.27 units per acre. <br />On March 27, 2014, the Planning and Zoning Commission granted major site plan and preliminary plat <br />approval for the development project under the name "Diamond Court West." The project name has <br />since been changed to "Lily's Cay." As of this time, the applicant has built 97.7% of the required <br />projectimprovements, and has "bonded -out" for the remaining 2.3% of the required improvements. <br />The applicant has submitted the following: <br />1. A final plat in conformance with the approved preliminary plat; <br />2. An Engineer's Certified Cost Estimate for the remaining required improvements; <br />3. An Engineer's Certified Cost Estimate for the final lift of asphalt; <br />4.
