APR 16 1966 Boos 64 Fe;1S® <br />RECOMMENDATION: <br />Staff recommends the following: <br />1) that the respondent comply with the landscape require- <br />ments of the site plan by installing eight additional <br />trees on the site; <br />2) that the respondent submit a voluntary payment of <br />$52,500.00. <br />In the event that the voluntary settlement cannot be reached, <br />staff recommends that the Board of County Commissioners grant <br />staff the authority to pursue available remedies in County <br />court. <br />Chairman Scurlock wished more information about the <br />importance of preserving sand pines, and Planner Challacombe <br />explained that the Roseland area is a predominant area of sand <br />pine scrub regime, which is an important and needed regime in the <br />Treasure Coast Region. In fact, the Game and Fresh Water Fish <br />Commission has made a study to develop guidelines for protection <br />and restoration of sand pine habitat a priority item. Planner <br />Challacombe displayed a chart showing location of the site and <br />the scrub pine habitat, emphasizing that this was a heavily <br />forested site. He stressed that this is different than viola- <br />tions brought before the Commission before in that there were <br />specific guidelines set out on the permit, and they were not <br />adhered to. <br />Discussion ensued about the area that was delineated to be <br />cleared, and it was noted that the total site was literally <br />skinned and the 105 trees removed in violation were outside the <br />site plan area. <br />Harvey Harbridge of Michigan Properties, the contractor <br />engaged by Amdeco to carry out this project, came before the <br />Board and pleaded that misunderstanding and confusion led to the <br />violation. <br />Commissioner Lyons inquired if they had received permission <br />to clear the land from the owners or from the county, and Mr. <br />Harbridge stated that they understood the owners did have the <br />permission to do the clearing required to site the building. <br />44 <br />
