APR 2 3 1966 BOOK 64 Fa�2,'32 <br />P R O C L A M A T I O N <br />WHEREAS, THE PURPLE HEART MEDAL was designed by <br />GENERAL GEORGE WASHINGTON as the first BADGE OF MILITARY MERIT to <br />be awarded for SINGULARLY MERITORIOUS ACTION by a soldier; and <br />WHEREAS, on MAY 3, 1783, General George Washington <br />awarded the first PURPLE HEARTS to SGTS. ELIJAH CHURCHILL and <br />WILLIAM BROWN, two of only three recipients of the award during. <br />the REVOLUTIONARY WAR; and <br />WHEREAS, through .the diligent efforts of GENERAL <br />DOUGLAS MacARTHUR, the War Department announced the reinstatement <br />of the PURPLE HEART MEDAL in 1932 for persons who had suffered a <br />wound which was received in action with an enemy, and which <br />required treatment by a medical officer, since such wound could, <br />in the judgment of the commander, be construed as resulting from a <br />SINGULARLY MERITORIOUS ACT OF ESSENTIAL SERVICE; and <br />WHEREAS, today, through progressive Presidential <br />Orders, eligibility for the PURPLE HEART has been extended to all <br />branches of the military and to civilian nationals of the United <br />States who are wounded while serving under competent authority <br />with an armed force, so that, in the words of GENERAL GEORGE <br />WASHINGTON, "THE ROAD TO GLORY IN A PATRIOT ARMY AND A FREE <br />COUNTRY IS THUS OPEN TO ALL"; and <br />WHEREAS, Indian River County is honored to welcome <br />and to serve the 42nd Annual Convention of the DEPARTMENT. OF <br />FLORIDA MILITARY ORDER OF THE PURPLE HEART on this 203rd <br />anniversary of the first presentation of the PURPLE HEART <br />MEDAL, <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that May <br />3, 1986 be designated as <br />"PURPLE HEART DAY" <br />in Indian River County, Florida. <br />10 <br />BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA <br />By C <br />DON C.
