PROPOSED ORDINANCE TO DENY AUTOMOBILE LICENSE VALIDATION STICKERS <br />TO PERSONS WITH OUTSTANDING PARKING TICKETS <br />The Board reviewed the following memo dated 4/8/86: <br />TO: Indian River County Board DATE: April 8, 1.986 FILE: <br />of County Commissioners <br />SUBJECT: <br />PROPOSED ORDINANCE TO DENY <br />AUTOMOBILE LICENSE VALIDA- <br />TION STICKERS TO PERSONS <br />WITH OUTSTANDING PARKING <br />TICKETS <br />FROM: REFERENCES: <br />Wilson, <br />As stent County Attorney <br />A*ssta <br />The above -referenced subject has been set for your consideration <br />pursuant to a request by the City of Vero Beach. This matter <br />was previously discussed by the Board on December .11, 1985 at <br />which time you instructed Michael Wright to speak with the Tax <br />Collector and the Clerk of the Circuit Court regarding <br />implementation of the proposed ordinance. <br />Mr. Wright will advise the Board of his findings at the April <br />23rd meeting. Representatives from the City of Vero Beach Will <br />also attend this meeting to express their concerns regarding <br />this ordinance. <br />Terrence O'Brien, attorney for the City of Vero Beach, <br />advised that the City has passed a resolution on this matter and <br />is requesting that the County enact an ordinance under a recent <br />1985 amendment to the Florida Statutes which would provide that <br />people with 5 or more parking violations cannot be issued an <br />automobile license tag or a revalidation sticker until the <br />tickets have been paid. The City feels that this would be very <br />beneficial to both the City and the County as it would get rid of <br />scofflaws and would improve the parking in the downtown and beach <br />districts by freeing up the parking spots. He urged the County to <br />go forward with this ordinance. <br />Commissioner Lyons liked the idea, but wanted to know what <br />it would cost the County to to this. <br />Administrator Wright reported that Tax Collector Gene Morris <br />has indicated he would have no problem with such an ordinance, <br />35 <br />BOOK 67 <br />APR 2 3 1986 ��„� <br />
