"Sonny" 1eqn <br />Director <br />FROM: General Services <br />Authorized Expenditures <br />SUBJECT: for 911 Surcharge <br />REFERENCES: <br />According to Southern Bell Telephone Company, non-recurring charges <br />to move and up -date our 911 system will be approximately $100,000. <br />This does not include any CAD equipment or engineering fees that are <br />allowable under the guidelines set forth by the State. The Florida <br />Department of Communications has defined non-recurring charges as: <br />1. Updating of 911 equipment <br />2. Consultant fees or documented specific one-time internal <br />expenses (temporary employees for example) <br />3. 911 related equipment <br />It is anticipated we will need approximately $250,000 to equip our <br />new communications center, and a majority of this is related to 911. <br />Buildings do not qualify as allowable charges. <br />In checking with Osceola County, the following information was <br />derived <br />1. Osceola County's population is approximately 80,000 <br />2. They have 32,566 main telephone lines and collected <br />$16,283 for the first month's surcharge. <br />3. Based on Number 2, their annual revenues would total $195,396 <br />and $293,094 for eighteen (18) months. <br />According to Southern Bell, we have 47,000 main lines in Indian River <br />County, but staff felt that since our population is comparable to <br />Oscoola's, our revenues would be in line with theirs. It is not <br />known exactly what portion of our main lines would qualify for the <br />surcharge, and we wanted to be comparative with our figures. <br />The Division of Communications requires that when sufficient funds <br />are collected the surcharge be terminated with a maximum time allowed <br />of eighteen (18) months. Monies that are collected in..excess of the <br />amount required shall be put in a trust for applications to future <br />system improvements or expansion. <br />W <br />BOOK 64 FAGS 26 1 <br />V <br />
