VICTIM ASSISTANCE PROGRAM <br />The Board reviewed the following memo dated 4/11/86: <br />TO: The Honorable Members DATE: April 11, 1986 FILE: <br />of the Board of County <br />Commissioners <br />SUBJECT: Vicz:im Assistance Grants <br />H. T. "So ' Dean <br />FROM: GeneralrSer ices REFERENCES: <br />The Bureau of Crimes Compensation for the State of Florida is trying <br />to ascertain whether or not the County is interested in assisting <br />them by coordinating with them the administration of the subject <br />program in Indian River County. There is a lot of work involved in <br />this program and we do not have anyone on staff that is qualified to <br />perform these services. <br />State Attorney Bruce Colton is requesting all counties in the <br />Nineteenth Circuit combine their efforts, and requested one agency to <br />handle the program. He is checking with Indian River Community <br />College to see if they will accept the task. Mr. Colton has also <br />requested that each County Commission in the Circuit write the Bureau <br />of Crimes Compensation and advocate this procedure if it is possible. <br />It is Staff's feeling that if grant money is available, and a <br />qualified person is employed to apply and administer the program, it <br />would be a benefit to victims of crimes in our area. One of the pit- <br />falls would be for us to get the program in operation and them have <br />no grant monies available in the following years. <br />The State Attorney and his staff will appear before the Board of <br />County Commissioners on April 23rd to explain his efforts and the <br />program in depth. <br />Harriette Rowe, Director of the Sexual Assault Program in <br />the State Attorney's Office, understood that Indian River County <br />is being asked to advertise that this money is available on a <br />local level, distribute and receive the forms for the grant <br />applications, and make a determination on a local level of who is <br />to receive the monies. Basically, the State is asking that the <br />County accept that responsibility, but because of the close <br />workings of the four counties in the 19th Judicial. Circuit, it <br />might be advantageous to go together and offer to implement this <br />assistance program.
