Ms. Eva Armstrong <br />• Exchange of 1.4 acres <br />page 3 <br />• In addition Windsor will pay the County $1,000,000 to enhance the County's management <br />ability and fund needs which are currently unfunded. <br />• Windsor will sponsor a sea turtle education and information program designed by the US Fish <br />and Wildlife Service in cooperation with the County. <br />• Windsor will agree to remove any exotic vegetation on GSP and the proposed Trustees' <br />ownership. <br />Finally, there are community and safety concerns that will be addressed through the exchange. <br />Windsor has constructed a tunnel under Highway Al -A for safe community cross access. The <br />exchange will allow the new lots to be contiguous to the existing community and provide the <br />new residents, their children, and employees with a safe way to cross Highway Al A. This is not <br />insignificant, as AIA traffic continues to become heavier each year — making safety issues more <br />critical. The exchange would also consolidate all of Windsor's beach access crossovers to the <br />north of GSP. <br />The County believes these measures provide significant net positive benefit to the public in <br />regard to this small exchange. Paul Tritaik, the Refuge Manager of the Archie Carr Sea Turtle <br />Refuge has indicated his support of the exchange proposal; a copy of his letter dated June 15, <br />2006 is attached. I am also enclosing for your information a letter dated January 2, 2004 from <br />Terri Messler, DEP Community Program Administrator, indicating that the proposal in regard to <br />GSP would comply with Florida Recreation Development Assistance Program requirements <br />applicable to GSP. <br />The County asks that you calendar this proposal for hearing at the August 10-11 meeting of the <br />Acquisition Review Council.
