Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: North Sebastian Sewer Design — Phase II <br />(IJ <br />DESCRIPTIONS AND CONDITIONS: <br />On August 20th, 2013, the Indian River County Board of County Commissioners (BCC) approved Work <br />Order No. 6 with Masteller and Moler, Inc. (M&M) to provide professional services to investigate the <br />feasibility of installing centralized sewer services in the North Sebastian area. On February 11, 2014, <br />the results of the study were presented to the BCC and the Board directed staff to present the <br />findings to the City of Sebastian. Staff presented the findings on February 12th 2014 to the City <br />Council and a workshop was held at the City of Sebastian chambers on March 19th 2014. Staff also <br />presented the information to the Friends of Sebastian River on May 27th 2014. On October 21, 2014 <br />BCC approved Work Order No. 7 with Masteller and Moler, Inc. (M&M) to provide for design, <br />permitting, preparation of construction plans for North Sebastian Sewer and Water Main Design for <br />the Commercial Area of Phase 1. <br />ANALYSIS/ENGINEERING: <br />Masteller and Moler, Inc. evaluated four (4) alternatives in the Sewer Feasibility study for the North <br />Sebastian Area. The study recommended the gravity alternative as the preferred method for a <br />centralized sewer system. The construction of the centralized sewer in the north Sebastian area <br />will be accomplished on a phased approached. The commercial area east of US Hwy 1 will be <br />designed and constructed in the first phase. Now that that the design and permitting is complete <br />for the Commercial Area of Phase 1 which is part of the Study Area No.1, staff requested a proposal <br />to complete the design for Study Area No.2 and the remainder of Study Area No.1, which is labeled <br />as Phase II. <br />In the spring of 2014, two grant applications for consideration were submitted for the project, <br />without a positive outcome. Currently the County Attorney's office is working on another <br />legislative priority grant for both study areas. Staff feels that having a shovel ready project may <br />increase the likelihood of securing grants. Therefore, per the Continuing Contract Services <br />Agreement for Professional Services (CCNA) procurement guidelines, staff requested M&M submit <br />a proposal for design, surveying, permitting and preparation of construction plans for the Phase II <br />portion of the study. The work order will be provided in accordance with the Extension and <br />Amendment of the Continuing Services Contract Agreement for Professional Services with <br />Masteller and Moler, Inc. dated November 4, 2014 Inc and under that contract they (M&M) <br />121 <br />
