INDIAN RIVER COUNTY, FLORIDA
MEMORANDUM
TO: Joseph A. Baird, County Administrator
THROUGH: Christopher R. Mora, P.E., Public Works Director
FROM: Richard B. Szpyrka, P.E., Assistant Public Works Director
SUBJECT: Change Order No. 3
Martin Luther King Walking Trail
Bid No. 2015034
CONSENT
DATE:. December 10, 2015
DESCRIPTION AND CONDITIONS
In the fall of 2014, the Florida Department of Environmental Protection — Office of Recreational Trails
announced that Indian River County was the recipient of a $150,000 grant to construct a walking trail at the
Historic Macedonia Church and Gifford Health Center on 28th Court, north of 45th Street, in the community of
Gifford. On May 19, 2015 the Board of County Commissioners approved awarding Bid No. 2015034 to Timothy
Rose Contracting, Inc. for construction of the trail.
Construction of the trail has now been completed. The original design was to remove exotic vegetation from
the trail interior and preserve the area, a former cemetery, in its natural state. Now that the trail is finished
however, staff feels that MLK Park would exhibit a much more "park -like" setting if the remaining unfinished
areas were filled and sodded as well. Staff proposes to import fill material to level the area and install sod at a
cost of $106,934.50. These enhancements will increase the visual appeal of the walking trail as well as provide
additional area for park visitors to use for various activities that would not have been possible due to the limited
open space available in the original design.
FUNDING
Funding for Change Order No. 3 is available in Optional Sales Tax/Park/MLK Park - No. 31521072-066510-
15014 in the amount of $106,934.50.
RECOMMENDATION
Staff recommends approval of Change Order No. 3 to Timothy Rose Contracting, Inc. increasing the contract
amount by $106,934.50 for a new contract total of $318,310.17.
ATTACHMENTS
1. Change Order No. 3
2. Description of Itemized Changes for Change Order No. 3
211
