Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services® <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager )' A <br /> Subject: Work Order No.5 with Kimley Horn and Associates for Design and <br /> Implementation of Membrane Replacement for RO Skids at North (Hobart) RO <br /> Water Treatment Plant. <br /> DESCRIPTIONS AND CONDITIONS: <br /> Indian River County Department of Utility Services (IRCDUS) owns and operates two (2) regional <br /> potable water treatment facilities. The North County Reverse Osmosis (NCRO) Water Treatment <br /> Plant is rated for 11.44 million gallons per day (mgd). The existing membranes on skids#1 and #2 at <br /> the Hobart water treatment plant are more than 15 years old and ready for replacement, due to <br /> higher operating pressures and their inability to achieve design rated' capacity of 1.5 mgd. <br /> Replacement will consist of removal and disposal of the existing elements, swabbing/cleaning of <br /> the existing pressure vessels, disinfection of RO skid product piping, installing new membrane <br /> elements, flushing, and startup and testing of new membranes. In addition, the existing <br /> membranes in stage 2 of skids#5 and #8 at the Hobart water treatment plant have degraded rapidly <br /> due to impacts from the scale inhibitor use. Replacement of the 2nd stage of each of these RO skids <br /> is necessary and will consist of removal and disposal of the existing elements, swabbing/cleaning of <br /> the existing pressure vessels, disinfection of RO skid product piping, installing new membrane <br /> elements, flushing, and startup and testing of new membranes in the existing skids. <br /> ANALYSIS: <br /> Staff requested Kimley-Horn and Associates prepare a proposal to update the specifications and <br /> drawings, permitting, observation and startup, and SCADA implementation. The work order will be <br /> provided in accordance with the Extension and Amendment of the Continuing Services Contract <br /> Agreement for Professional Services with Kimley-Horn and Associates dated November 4, 2014. The <br /> scope is more specifically described in the attached Work Order No.5. The total negotiated cost for <br /> the membrane replacement at North Hobart RO Water Treatment Plant in Work Order No.5 is a <br /> lump sum amount of$32,380.00 separated into four (4) tasks. <br /> 208 <br />
