A <br />M. <br />77 <br />In order to bring 43rd Avenue into conformance with its <br />status as a primary collector, Grace Baptist Fellowship will <br />dedicate the eastern 10 feet of the site to the County. The <br />Technical Review Committee informed the church that it would <br />be responsible for constructing a 4 foot wide concrete <br />sidewalk along the 43rd Avenue frontage, a requirement in the <br />RS -3 zoning district. Site plan approval was granted with <br />the condition that provisions be made for the sidewalk prior <br />to the issuance of a certificate of occupancy; whether <br />through construction by the church, or the escrow of <br />$2,457.00. <br />7. Drainage Plan: Although the amount of new impervious surface <br />is under the threshold of a Stormwater Management permit, the <br />site plan depicts a drainage system which has been approved <br />by the Public Works Division. <br />8. Landscape Plan: A planting scheme, which incorporates a <br />large number of existing trees, has been developed in <br />conformance with Ordinance #84-47. <br />9. Utilities: .The residence receives service from the. City of <br />Vero Beach .water system. The Director of the Environmental <br />Health Department has approved. the expansion of the on-site <br />septic system. <br />10. Surrounding Land Uses: -.North: Single-family Residence <br />South: Undeveloped <br />East: Undeveloped <br />West: Single-family Residence <br />Section 25.1 of the Zoning Code, Regulations for Specific Land <br />Uses, details specific criteria to be considered when reviewing a <br />church for approval as a special exception use. All criteria, <br />including 30 foot setbacks and access from a major thoroughfare, <br />have been meta Although the special exception process allows the <br />Board of County Commissioners to impose any additional conditions <br />to ensure compatibility of the proposed use with surrounding <br />property, the staff does not recommend the imposition of any <br />special conditions in this case. <br />RECOMMENDATION <br />Staff recommends that the Board grant special exception approval <br />of the church. <br />Commissioner Bowman questioned how the church can function <br />with only 13 parking spaces, and staff explained that the parking <br />criteria for churches is based on the number of seats and it is a <br />4 to 1 ratio. <br />In further discussion, Director Keating advised that there <br />are additional areas that could be converted to parking and <br />churches are allowed to have grass parking since they are an <br />infrequent use. <br />The Chairman asked if anyone present wished to be heard. <br />John Dean, Architect for the church, explained that one of <br />the reasons they feel this is an appropriate spot for the church <br />33 <br />1 6 BOOK 64 PAGE 319 <br />V <br />A <br />
