M i ■ <br />ORDINANCE NO. 86-31 <br />AN ORDINANCE OF INDIAN RIVER COUNTY, FWRIDA, REPEALING <br />SECTION 25-0 OF TUE CODE OF ORDINANCES AND CREATING <br />SECTIONS 25-0.1 THROUGH 25-0.11 INCLUSIVE, ENTITLED "SIGN <br />REGULATIONS"; STATING PURPOSE AND INTENT; SETTING FORTH <br />DEFINITIONS; ESTABLISHING SIGN REGULATING PROCEDURES; <br />PROVIDING FOR FXEMPTIONS TO PERMITTING PROCEDURES; <br />IDr.1V'1`IFYING PROHIBITED SIGNS; ST111UI ATING GENE?AL SIGN <br />REGULATIONS• PROVIDING REGULATIONS FOR TEMPORARY SIGNS <br />REQUIRING PERMITS; INCORPORATING REGULATIONS FOR PERMANENT <br />IDENTIFICATION SIGNS REQUIRING SIGNS; IDENTIFYING <br />NON -CONFORMING SIGNS; PROVIDING FOR REMOVAL OF PROHIBITED OR <br />UNLAWFUL SIGNS; IDENTIFYING ENFORCEMENT PROCEDURES; <br />ESTABLISHING A SEVERABILITY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE.. <br />NOW, THEREFORE, BE IT ORDAINED, by The Board -of County Camussioners of Indian <br />River County, Florida: <br />SECTION I <br />That Section 25-0 of the Code of Ordinances of Indian River County is hereby <br />repealed. <br />SECTION II <br />That the Code of Ordinances of Indian River County is hereby amended by adding a <br />Section to be numbered 25-0.1, which section reads as follows: <br />Section 25-0. SIGN REGULATIONS <br />It is the intent of this Ordinance to prate and protect the public <br />health, safety, general welfare, and aesthetics of Indian River County, Florida, <br />by regulating and limiting the existing and proposed posting, display, erection, <br />use and maintenance of signs, billboards, and other advertising structures <br />within the County. 10. <br />with respect to signs advertising business uses, it is specifically intend- <br />ed, among other things, to avoid excessive proliferation and clutter among sign <br />displays competing for public attention. Therefore, the display of signs should <br />be appropriate to the land, building or use to which they are appurtenant and be <br />adequate, but not excessive, for the intended purpose of identification. <br />Furthermore, it is determined that the signs of least value to people within the <br />County are those which carry commercial messages other than advertisement of any <br />product, service, event, person, real estate, institution, or business located <br />on the premises where the sign is located, however, it is realized that a <br />restricted number of off -premise directional signs are needed to convey <br />information to the public. <br />It is further intended to protect property values, create a more attractive <br />economic and business climate, enhance and protect the physical appearance of <br />the County, preserve the scenic and natural beauty of the County and provide a <br />more enjoyable and pleasing community.
