WORK & PURPOSE: The applicant proposes to prune and trim <br />approximately 80 to 90% of existing mangroves on the shoreline <br />fringe of the subject property for purposes of maintaining a <br />river view for Porpoise Bay Villas. The shoreline fringe to be <br />altered is approximately 1500 feet in length, averaging 20 feet <br />in width. The mangroves are proposed to be trimmed to a height <br />of 4 feet above high water level. <br />ALTERNATIVES & ANALYSIS: <br />The Planning, and Development Division reviews and submits <br />comments on dredge and fill applications to the, permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zoning Management Element of <br />the Indian River Comprehensive Plan <br />- Coastal Zon <br />Policies for <br />nagement, Interim Goals, Objectives & <br />Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />The Indian River County Code of Laws and Ordinances <br />On April 29, 1986, Staff issued an Indian River County mangrove <br />alteration permit (MA #86-004) for the proposed project, in <br />accordance with Section 23}, Tree Protection, of the Indian <br />River County Code of Laws,and Ordinances. Section 23}-9 of the <br />Code specifically lists criteria to be met in achieving compli- <br />ance with County regulations; Staff is satisfied the proposed <br />alterations will satisfy those criteria, based on the descrip- <br />tion of the proposed project and on the applicant's past record <br />of mangrove trimming in the project area. In that respect, <br />Staff has no objection to the issuance of a Department of <br />Environmental Regulation Mangrove Alteration permit to the <br />applicant for the proposed project. <br />RECOMMENDATION: <br />It is recommended that -the Board of County Commissioners <br />authorize staff to forward the following comment regarding this <br />project to the Florida Department of Environmental Regulation: <br />The issuance of a D.E.R.: Mangrove Alteration permit would not <br />be in conflict with County requirements, in that the project as <br />proposed satisfies County Code -regulations. <br />Commissioner Lyons questioned the necessity for trimming <br />1500' of mangroves just for a view for the clubhouse. <br />Planner DeBlois explained that in addition to the view, it <br />is the applicant's position that the trimming would stimulate <br />growth on the lower level of the mangroves. <br />Environmental Planner Challacombe confirmed that these are <br />white mangroves, and they bush out if they are trimmed. This <br />also will take out the freeze damaged areas, and he saw it as an <br />overall improvement of these particular mangroves. <br />5 <br />MAY 7 1986 800K 64 FAG -r.291- <br />
