In order for the interested groups to mount their campaign <br />for approval of the Library Taxing District, it will be necessary <br />for me to get the wording of the issues to go on the ballot as <br />soon as possible. I will need specifics on the bond issue and <br />the District as soon as possible since only about 120 days remain <br />between now and the Primary Election. <br />I will present, for your approval, a proposed proposition <br />for the Taxing District at the next meeting; however, I need the <br />proposed bond issue proposition as soon as possible thereafter. <br />Commissioner Lyons first wished to have specific authoriza- <br />tion from the Commission for the library employees and library <br />property to become county employees and county property. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, that the Commission authorize <br />that the existing library personnel become County <br />employees and the library property become County <br />property at the beginning of the next fiscal year. <br />Commissioner Wodtke wished to know if the property includes <br />the land, the books, etc., and Commissioner Lyons stated that it <br />includes everything the Library Association is in a position to <br />convey. <br />Commissioner Wodtke asked about the building and the land in <br />Vero Beach, and Attorney Vitunac felt the City may own a <br />reverter, The title would remain in the City subject to that <br />reverter, but as long as the library was used for library <br />purposes, he felt that would be all right. <br />City Finance Director Tom Nason confirmed the City owned a <br />reverter. <br />Commissioner Bird inquired about the financial implication <br />of the Motion, i.e., what are we committing to an annual <br />operating cost versus what we spent this year. <br />Commissioner Lyons stated we are talking about an increased <br />cost, not necessarily because we are taking over the library, but <br />because we want to follow the recommendation of the consultant in <br />regard to bringing the system up to standards.
