Building Director Rymer informed the Board that the state <br />license Mr. Back is referring to actually is a state registration <br />number; the state will register any license that is mailed to <br />them, but to get a state certification, you must take a state <br />exam. She advised the City used to give their local exam, but we <br />got away from that and went to the Block test and have not been <br />accepting anyone unless they take either the state exam or the <br />Block exam. <br />Mr. Back felt 27 years of contracting should count for <br />something, and Attorney Vitunac inquired if there is any reason <br />Mr. Back can't take the Block test. <br />Mr. Back believed you have to be practically a graduate of <br />an engineering school to pass it, and he has not been to school <br />in many years. He continued to emphasize his qualifications and <br />experience. <br />Chairman Scurlock did not believe we want to put the <br />Building Department in the position of evaluating whether people <br />are competent or not, and Director Rymer emphasized that she did <br />not want to have any bias argued on the issuing of a license. <br />Discussion continued at length in regard to the fact that to <br />get a contractors license in this county you must pass either the <br />Block test or the state exam, and we do not want to put the <br />Building Department in the position of judging competence on a <br />case by case basis. <br />Mr. Back thanked the Board for giving him the opportunity to V <br />be heard. <br />DISCUSSION RE SANDRIDGE GOLF COURSE - IRRIGATION SYSTEM BID <br />Chairman Scurlock noted that at the Regular Board meeting of <br />April 16th, we made our decision to go with the Toro irrigation <br />system for Sandridge Golf Course, but questions have been raised <br />re operating costs by the supplier of the Rain Bird system and <br />replied to by the architect, per the following letters: <br />63 <br />BOOK 64 FmGE 349 <br />J <br />
