All Aboard Florida St. Johns River Water Management District Permit <br /> Outside Counsel <br /> (memorandum dated January 20, 2016) 119-1' <br /> County Attorney Dylan Reingold provided background and analysis on <br /> the Individual Environmental Resource Permit (ERP) application that <br /> was submitted by All Aboard Florida (AAF) to the St. Johns River <br /> Water Management District (SJRWMD).
