E. Office of Management and Budget <br />9:04 1. Health Insurance Financial Update and Summary of Cost Saving <br />a.m. Options <br />(memorandum dated January 25, 2016) 75= 80 <br />Management and Budget Director Jason Brown provided <br />background and analysis on the County's health insurance <br />program and the expenditures associated with it. He voiced <br />concerns over the projected cost increases in healthcare and <br />introduced potential cost saving options for the Board to <br />consider. <br />Commissioner O'Bryan questioned Sheriff Deryl Loar about <br />his prescription source for the inmates. He also requested <br />staff to: (1) provide details on the savings for a stand-alone <br />pharmacy; (2) present comparisons of what Martin County <br />did with their wellness clinics; and (3) show what the School <br />District had done with their initiation of a wellness clinic and <br />its successes. He also wanted to see the cost of healthcare be <br />more transparent and for there to be an incentive program <br />for employees who choose to use lower cost options. <br />Chairman Solari asked staff to bring to the Board options <br />that would provide the best package for the County and its <br />employees. He believed a wellness program would be <br />beneficial to the County and community. He liked the idea of <br />an outside clinic and pharmacy, but wanted more <br />information on what the cost savings would be. <br />Bob Johnson, Coral Wind Subdivision, suggested staff check <br />to see what the hospital pharmacy could provide. <br />John O'Connor, President of the International Association of <br />Firefighters Local 2201 (Union) supported the wellness <br />initiative. He reported that the Firefighters have their own <br />program, and said he would be willing to share information <br />with staff. <br />The Board's CONSENSUS was for staff to return to the <br />Board with more information. <br />10:10 2. Quarterly Budget Report <br />a.m. (memorandum dated January 21_,20 - 16) ------------------------------------------ <br />81-89 <br />Director Brown presented the qurterly budget report for the <br />first quarter of fiscal year 2015-2016. <br />Commissioner Davis requested that the Quarterly Budget <br />Report be placed on the County's website. <br />Board of County Commission Minutes <br />February 9, 2016 Page 5 <br />
