AY 14 1986 <br />BOOK <br />Procedural changes were implemented for the Building Depart- <br />ment to have better control over mobile home developments. A <br />six step inspection procedure has been established requiring all <br />on-site work to be completed prior to energizing. <br />The department has been criticized by some mobile home park <br />developers for withholding the electrical connection until all <br />the accessory structures, driveways, etc. are completed. It is <br />their opinion that since the mobile home is approved by the State <br />of Florida' as ready for occupancy after it is properly anchored <br />in accordance with, the Florida Administrative Code, the electrical <br />service should be released. <br />Therefore I respectfully submit the following recommendation <br />to the Board for their consideration: <br />Since there is a possibility other electrical installations <br />in Village Green are in violation of the code, I recommend the. <br />County send a registered letter to all unit owners giving them <br />the opportunity to..request an inspection if they so desire. It <br />should be noted if a violation does exist, the unit owner and <br />possibly the complex owner, will be subject to Code Enforcement <br />action. An inspection fee will have to be established to defray <br />the cost of hiring additional personnel to provide this time con- <br />suming service. <br />Administrator Wright explained that staff is seeking some <br />direction from the Board on how to handle these hazardous <br />electrical situations, and have recommended that the County send <br />a registered letter to all unit owners giving them the <br />opportunity to request an inspection if they so desire. It <br />should be noted that if a violation does exist, the unit owner <br />and possibly the complex owner, will be subject to Code <br />Enforcement action. An inspection fee will have to be <br />established to defray the cost of hiring additional personnel to <br />provide this time-consuming service and staff is asking whether <br />the Board wants to subsidize those fees. <br />Chairman Scurlock asked those in attendance from Village <br />Green for their feelings about the best approach to this problem. <br />Commissioner Lyons understood that we have changed our <br />inspection procedure so that we will not find ourselves in this <br />position again, and Building Dept. Director Ester Rymer explained <br />that the County's present policy is not to energize a unit until <br />a full inspection is made and everything complies with code. We <br />have a 6 -step procedure prior to energizing. <br />Wayne Gerhold, Lot 36 in Phase I of Village Green, stressed <br />that the residents had moved into Village Green in good faith and <br />that good faith has-been violated many times in the past years. <br />When they purchased their all -electric unit in January, 1980, it <br />42 <br />
