MAY 21 <br />1986 <br />BOOK 64 <br />P,�I ,59 <br />Vice Chairman Lyons <br />advised that he would give a brief <br />report on the Jail situation under his items and also that he <br />wished to add a Proclamation on Buckle -Up Week. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Bowman, Chairman Scurlock being <br />absent, the Board unanimously (4-0) added the <br />items described above to today's agenda. <br />PROCLAMATION - BUCKLE -UP WEEK <br />Vice Chairman Lyons read aloud the following Proclamation re <br />the use of seat belts, designating the week of May 22-29, 1986 as <br />ALL-AMERICAN BUCKLE -UP WEEK. <br />P R O C L A M A T I O N <br />WHEREAS, motor vehicle crashes are the leading cause of <br />violent deaths for people between the ages of six and fifty in <br />the United States; and <br />WHEREAS, "All American Suckle -up" is an event designed to <br />challenge motorists to develop the safety belt habit during the <br />week of May 22-29, 1986, in the hope that life saving habits will <br />be formed; and <br />WHEREAS, safety belts have proven to be approximately 55 <br />percent effective in reducing fatalities and serious injuries; <br />and <br />WHEREAS, a recent survey of Florida motorists indicates that <br />72 percent continue to drive unprotected in passenger cars; and <br />WHEREAS, each motor vehicle death costs society over <br />$330,000, and current nationwide economic losses resulting from <br />traffic crashes exceed $65 billion each year; and <br />WHEREAS, this third annual safety belt public awareness <br />campaign is being actively promoted in Florida and her sister <br />states, and is deemed critically important in our continuing <br />efforts to educate the motoring public on the benefits of <br />occupant restraint systems; <br />K <br />
