with <br />four <br />doctors <br />own six <br />acres on U.S.1 <br />in <br />this <br />area; they all <br />have <br />given <br />a 15' <br />easement <br />and are willing <br />to <br />give <br />an additional <br />easement <br />on Palm <br />Lane <br />all the way <br />out to the bowling alley <br />because <br />that area <br />is <br />a lake when <br />it rains. <br />Mr. Gough spoke of people who own four lots on 144th St. and <br />would have a -high assessment, which he felt is part of the <br />problem. <br />Attorney Vitunac noted that the Board of Equalization has <br />the power to make an adjustment if someone is assessed more than <br />their benefit and put that amount back in the pot to be split up <br />among the other assessments. <br />Mr. Gough felt if this road is paved it will be a benefit to <br />the county as well as the residents, and he wondered if the <br />county couldn't pickup 50% of the cost. - <br />Commissioner Bird agreed we have some flexibility, but first <br />need petitions from the people indicating their support based on <br />an equitable assessment formula. <br />Carol Stalker of 81st Ave. expressed her opposition to the <br />proposed paving unless all roads are taken into consideration. <br />Discussion ensued re various methods of assessment - square <br />footage, etc., and Director Davis noted that some of the lots <br />with river frontage would be very difficult to calculate. <br />Administrator Wright brought up the possibility of <br />abandoning Erling Lane, and'Director Davis agreed we certainly do <br />not want to get involved in paving that road, but noted the <br />abandonment would create a parcel of land on U.S.1 very close to <br />the bridge. <br />Sidney Mason, 80th Ave., asked if it is feasible for the <br />County to just go ahead and pave the whole works and divide the <br />cost out among all the people involved. <br />Vice Chairman Lyons confirmed we have that power, but <br />generally have not done it because we want the majority of people <br />to be in agreement.
