Miller <br />Chief, Current Development <br />FROM: Stan soling , J. 6• REFERENCES: Barkett <br />Staff Planner STAN3 <br />It is requested that ,the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 21, 1986. <br />DESCRIPTION & CONDITIONS: <br />The County site plan ordinance currently addresses road paving in <br />a general manner by setting minimum pavement width standards and <br />requiring street improvements that meet those standards. However, <br />more specific requirements are needed that address the nature and <br />timing of road improvements based upon type of development and <br />road impact, type of road, and differences between roads accessing <br />and abutting project sites. The need for paved "access improve- <br />ments is apparent: increased traffic on unpaved roads increases <br />maintenance costs, decreases the road's traffic utility, and <br />exacerbates road drainage problems and problems in maintaining <br />road drainage improvements. Generally, because of their impact on <br />roads, the County has required larger developments to provide <br />off-site paving. The treatment of smaller developments has often <br />been to require some sort of escrowing or bonding for future road <br />paving. <br />It has clearly been the. intent and goal of the County, as stated <br />in the Comprehensive Plan, to ensure that adequate road improve- <br />ments are provided to developments. However, there is a need to <br />formally establish, by ordinance, site plan paving requirements <br />that relate to the impact a development will have on roads and <br />that address cumulative impacts of small developments. <br />At their regular meeting of April 24, 1986, the Planning & Zoning <br />Commission voted 4-0 to recommend that the Board of County <br />Commissioners adopt the ordinance. proposed by staff, with some <br />amendments. These Planning & Zoning Commission amendments have <br />been incorporated into the ordinance as attached to.this report. <br />ALTERNATIVES & ANALYSIS: <br />At the October 31, 1985 joint meeting between the Board of County <br />Commissioners and the Board of County Commissioners, the Boards <br />asked staff to draft a specific proposal addressing road paving <br />requirements. Based upon the discussion at the October 31st <br />meeting and subsequent staff input, the proposed paving <br />requirement section of the zoning code establishes paving require- <br />ments and assigns paving -responsibility. <br />The ordinance applies road paving requirements to major site plan <br />projects only, and therefore does not require road paving pro- <br />visions from minor .site plan projects. Such minor site plan <br />projects would include small additions, duplexes, and siting of <br />mobile homes. All major site plan projects utilizing private <br />roads would be required to pave the private road. Public local <br />roads, which the County can control and plan for, would either be <br />paved (for large projects or accumulation of small projects) or <br />funds would be escrowed for future paving (small projects).
