DeBraal, Deputy County Attorney <br />vwP— <br />THROUGH: Chris Mora, Public Works Director C;„ <br />DATE: February 3, 2016 <br />SUBJECT: Acceptance of Oceanside Replat Subdivision Streets for Paving and <br />Maintenance <br />In late 2014, the residents of Oceanside Replat Subdivision (Oceanside) approached <br />staff concerning the future care and maintenance of the streets within their subdivision. <br />Oceanside is located east of Highway A -1-A, south of Porpoise Point Subdivision and <br />was replatted in 1979. The replat did not formally dedicate the streets and maintenance <br />thereof to any entity, whether'it be a homeowner's association or the public. The streets <br />were constructed almost 40 years ago and will need to be repaved in the next few <br />years. The residents of Oceanside met with staff to determine a method where funds <br />could be collected from the owners and have the County repave the streets and then <br />take over maintenance of the streets. The parties worked out an agreement whereby <br />the County would establish a Municipal Services Benefit Unit (MSBU) to collect funds <br />from the affected Oceanside residents for a period of five years to pay for the cost of <br />repaving the streets in Oceanside. The Board of County Commissioners approved the <br />MSBU at its meeting of July 14, 2015 and the first year of payments has been made to <br />the tax collector for the MSBU. As part of the agreement, the County must now take <br />over ownership and maintenance of the streets. Staff estimates that repaving the <br />streets will cost approximately $70,000. <br />B.C.C.
