a,,it <br />m <br />BOOK 64 Pk,:r 5 1 O <br />Staff is of the opinion that both 11th Place and 11th Street (see attached <br />map) should be paved to Madrid Avenue so that County graders do not have to <br />travel US 1. The developer owns Tommy's Transmission, which has frontage <br />on 11th Street at US 1, and is agreeable to paving his frontage on 11th <br />Street when he can generate the funds, but not at this time. Both roads <br />would qualify for the Petition Paving Program since they are County <br />maintained. <br />If the County does perform the paving, a precedent should not be set to <br />allow County paving to support new development unless the County has a <br />mutual interest and the work can be comfortably scheduled. In this case, <br />the work is minimal and staff has no objection. <br />RECONIMEI.VDATION AND FUNDING . <br />Staff has no objection to this request provided that the $6000 cost be <br />delivered prior to work commencing. <br />Commissioner Bird asked if we were getting any participation <br />from the owner on the other side of the road, and Public Works <br />Director Jim Davis noted that he is getting a free ride and felt <br />he should pay his fair share. <br />Chairman Scurlock suggested doing an involuntary assessment. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bird, that the Board approve the paving <br />of the road and authorized an involuntary assessment <br />roll. <br />Commissioner Wodtke wondered with the instigation of an <br />involuntary assessment, if they would be willing to go ahead and <br />do the other side because then we would have solved the County's <br />maintenance problems for this entire area. <br />Director Davis felt that would be a good assumption, but he <br />could not speak for them. <br />Chairman Scurlock believed that we have the ability under <br />our current ordinance to go ahead and have an involuntary <br />assessment once we have identified a specific problem. <br />26 <br />
