77, <br />DISCUSSION RE APPOINTMENTS TO JAIL FAST—TRACK COMMITTEE <br />Commissioner Lyons explained that according to the agreement <br />we signed with the Florida Dept. of Corrections, we must <br />establish a Fast Track Committee which would be composed of the - <br />following members: Chief Judge of the 19th Judicial Circuit, or <br />his designee; a representative of the Indian River County State <br />Attorney's Office; a representative of the Indian River County <br />Public Defender's Office; the Indian River Jail Administrator, or <br />his designee; and two private citizens appointed at large by the <br />Board of County Commissioners. The Committee shall be used on an <br />as -needed basis in the interim period until the new Indian River <br />County detention facility is fully operational to determine and <br />recommend which inmates, if any, must be released or transferred <br />to another program under the terms of the agreement in order to <br />maintain the population within the authorized capacity of 73. <br />Unfortunately, after trying for some time, we have not had any <br />luck in trying to get this committee started. Commissioner Lyons <br />reported that he wrote Judge Geiger on May 22nd and advised him <br />that there is a critical situation here and that we really need <br />this Fast Track Committee. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Bowman, that the Board adopt <br />Resolution 86-34 to the Chief Judge of the 19th <br />Judicial Circuit concerning creating a "Fast -Track <br />Committee" to relieve prison overcrowding. <br />Under discussion, Commissioner Lyons advised that he also <br />recommended that our Probation Officer be made a part of the <br />committee because of the knowledge that he has about the people <br />who are involved, and part of this Committee's role is to get <br />information to the criminal justice system about whether or not a <br />certain individual will show up for trial. <br />29 <br />MAY 28 1906 BOOK 64 Fa,r 57.3 <br />I <br />
