ATTACHMENT A <br /> GRANT WORK PLAN <br /> PROJECT TITLE: Indian River County Oyster Bed Project <br /> PROJECT AUTHORITY: The Grantee received funding from the Florida Legislature in the amount of <br /> $50,000 through Specific Appropriation Line Item No.]662A, Fiscal Year (FY) 2015 - 2016, General <br /> Appropriations Act. The Grantee received this funding to construct an artificial reef to serve as a habitat <br /> for oysters, encrusting organisms and other marine life for the purpose of improving water quality. <br /> Authority for this Project is specified in Section 403.885, Florida Statues. Monitoring and auditing <br /> guidelines, as related to the Florida Single Audit Act, are specified in the Florida Catalog of State <br /> Financial Assistance(CSFA),No. 37.039. <br /> PROPOSED PROJECT LOCATION: The project is located Indian River Lagoon southeast of 451 <br /> Street, in Indian River County. <br /> Latitude: 27°40' 27.82" <br /> Longitude: 80°23' 7.47" <br /> PROJECT BACKGROUND: The Indian River Lagoon has more than 2100 species of plants and 2200 <br /> species of animals making it North America's most diverse estuary. Indian River County ("County") is <br /> committed to protecting and preserving the Indian River Lagoon. In the past, the County has successfully <br /> established an oyster bed reef in an area adjacent to Spoonbill Marsh in Vero Beach, Florida, which has <br /> reduced the amount of total nitrogen (TN) and total phosphorus (TP) entering into the Indian River <br /> Lagoon in the area. The County wishes to continue its efforts by constructing a patch reef southeast of <br /> the 45th Street ditch, in Indian River County. The purpose of the proposed oyster reef would be to <br /> improve water quality conditions of discharges from the 45th Street drainage ditch into the Indian River <br /> Lagoon. At this point in time, the proposed project's conceptual design is complete and the County has <br /> received permission from the Indian River Board of County Commissioners to proceed with the proposed <br /> project. <br /> PROJECT DESCRIPTION: The proposed project would require the County to construct a three <br /> dimensional "patch" reef southeast of the 45' Street ditch using clean concrete rubble. The concrete <br /> rubble will be stacked to create void spaces throughout the reef structure of differing sizes, dimensions, <br /> and openings to the Indian River Lagoon. The proposed oyster reef is approximately 24,967 sq. feet. The <br /> project location is far enough southeast of the 45th Street dock and channel that it will not inhibit the <br /> navigability of the area. The "patch" reef would be capable of providing a habitat for attached and <br /> encrusting organisms such as oysters, other invertebrates such as stone crabs,juvenile fish species, and <br /> game fish species. In turn, the "patch" reef will act as an in-situ water treatment system to facilitate the <br /> removal of total nitrogen (TN) and total phosphorus (TP) from stormwater discharged through the 45th <br /> Street ditch into the Indian River Lagoon. The "patch" reef is self-perpetuating in that the attached and <br /> encrusting invertebrates and turf algae will continue to overgrow any bare areas created at future times. <br /> TASKS and DELIVERABLES: <br /> Task 1: Bid of Project <br /> Task Description The Grantee will subcontract the construction of the oyster bed reef with a qualified <br /> and licensed contractor, selected through the Grantee's procurement process. The Grantee shall prepare <br /> and solicit bids utilizing a bid package in accordance and state and federal laws and this Agreement. <br /> DEP Agreement No. 50839,Page 1 of 2 <br />
