Time and place (Second Reso.) <br /> RESOLUTION NO. 2016- 024 <br /> A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br /> INDIAN RIVER COUNTY, FLORIDA, SETTING A TIME AND PLACE AT <br /> WHICH THE OWNERS OF PROPERTY ON 511t AVENUE BETWEEN 65TH <br /> STREET AND 67TH STREET IN THE WINTER BEACH HIGHLANDS <br /> SUBDIVISION AND 2 PARCELS IMMEDIATELY SOUTH AND <br /> ABUTTING 511T AVENUE AND OTHER INTERESTED PERSONS MAY <br /> APPEAR BEFORE THE BOARD OF COUNTY COMMISSIONERS AND BE <br /> HEARD AS TO THE PROPRIETY AND ADVISABILITY OF MAKING <br /> ASPHALT MILLING IMPROVEMENTS TO SAID PROPERTY, AS TO THE <br /> COST THEREOF,AS TO THE MANNER OF PAYMENT THEREFOR, AND <br /> AS TO THE AMOUNT THEREOF TO BE SPECIFICALLY ASSESSED <br /> AGAINST EACH PROPERTY BENEFITED THEREBY. <br /> WHEREAS,the Board of County Commissioners of Indian River County has, by Resolution <br /> No. 2016- 0023 , determined that it is necessary for the public welfare of the citizens of the <br /> County, and particularly as to those living, working, and owning property within the area <br /> described herein, that asphalt milling improvements be made to said property; and <br /> WHEREAS, the Board of County Commissioners has caused an assessment roll to be <br /> completed and filed with the Clerk to the Board; and <br /> WHEREAS, Section 206.06, Indian River County Code, requires that the Board of County <br /> Commissioners shall fix a time and place at which the owners of the properties to be assessed or <br /> any other persons interested therein may appear before the Board of County Commissioners and <br /> be heard as to the propriety and advisability of making asphalt milling improvements to said <br /> property, as to the cost thereof, as to the manner of payment therefore, and as to the amount <br /> thereof to be assessed against each property benefited thereby. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF <br /> INDIAN RIVER COUNTY, FLORIDA AS FOLLOWS: <br /> 1. The Board of County Commissioners shall meet at the County Commission Chambers in <br /> the County Administration Building at the hour of 9:05 A.M. or as soon thereafter as the <br /> matter may be heard, on Tuesday, May 3, 2016, at which time the owners of the <br />
