Miller 4M <br />Chief, Current Development <br />FROM: David C Nearing REFERENCES: Turner Builders <br />Staff Planner X"eO DAVE <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular.meeting of June 11, 1986. <br />PROPOSED DEVELOPMENT AND LOCATION <br />Judy Turner has submitted a site plan application to construct a <br />child care center. Due to the fact that the property is in the <br />RS -6, Single -Family zoning district, the child care center is <br />considered a special exception use and must go through the special <br />exception approval process. The subject property is located on - <br />the southeast corner of 12th Street and 20th Avenue. <br />The applicant will provide care for a maximum of 79 children and <br />the hours of operation will be from 8:00 a.m. to 5:00 p.m. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Board of County Commissioners is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The <br />County may attach any conditions and safeguards necessary to_ <br />assure compatibility of the use with the surrounding area. <br />On May 8, 1986 the Planning and Zoning Commission voted 5 to 0 to <br />recommend that the Board of County Commissioners deny the request <br />for conceptual special exception approval. The Commissioners were <br />concerned with the effect of increased traffic attracted to the <br />site in relation to pedestrian and motorist safety at the inter- <br />section of 20th Avenue and 12th Street, as well as the facility's <br />impact upon the traffic load of the intersection. Another area of <br />concern involved increased noise generated by activities on the <br />site and possible negative impacts on surrounding property owners. <br />ANALYSIS <br />1.
