The project is located in the Town of Indian River Shores. <br />Therefore, the focus of staff review is on potential County and <br />regional impacts rather than site-specific impacts; in-depth <br />field inspections of the project sites were not conducted. <br />Staff has not determined if the proposed dockage project <br />location is in the Aquatic Preserve or if it is to be located <br />on privately owned bottomlands. Since the project is located <br />within the Town, the staff has not determined the extent to <br />which the submerged bottomlands or the proposed project areas <br />will be impacted; however, the effect of Indian River <br />development on ecologically valuable seagrass beds should be <br />considered. <br />Although the extent of any impacts are not fully known at this <br />time, there may be cumulative impacts of this and other dockage <br />projects proposed to be constructed along the Indian River upon <br />the Florida Manatee. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding <br />this project to the Florida Department of Environmental Regula <br />tion: <br />1) The Department of Environmental Regulation and other <br />appropriate agencies should coordinate with the D.N.R. to <br />determine if the proposed project is located in the Indian <br />River Aquatic Preserve and therefore subject to require- <br />ments of Chapter 16Q-20, Florida Administrative Code; <br />2). The Department of Environmental Regulation and other <br />appropriate agencies should consider the potential cumula- <br />tive impacts of the dockage project upon the Florida <br />Manatee; <br />3) The Department of Environmental Regulation and other <br />appropriate agencies should evaluate the potential impact <br />of the project on ecologically significant submerged <br />bottomlands such as seagrass beds in the Indian River. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Lyons, the Board unanimously authorized <br />staff to forward the comments listed in the above memo <br />to the DER. <br />F.
