The following proposed regulation applies to our Lake Miami Ranch property, <br />located approximately five (5) miles south of Fellsmere, Florida on the west <br />side and fronting County Road 512. <br />PROPOSED REGULATION - Recommendation to prohibit the use of airboats and <br />power boats inside the Lake Miami Ranch property; and to confine the use of <br />water - craft inside the ranch property to canoes and small kicker boats <br />equipped with ten (10) horse power motors or less. <br />RATIONALE - Current conditions on the property, primarily improvements from <br />prior farming operations, pose a danger to the operation of these craft <br />until such time as the District has had the opportunity to secure the <br />property. <br />The Commission advised us that a regulation such as this is not wildlife <br />related and should be presented to the respective Board of County <br />Commissioners for consideration and comment. <br />It is for this reason that the St. Johns River Water Management District <br />would like to incorporate the power boat limitation on Lake Miami Ranch in <br />our regulations beginning this fall, 1986. <br />I look forward to your reply regarding this proposal, and appreciate the <br />County's time in consideration. <br />Sincerely, <br />( j I <br />ROYie <br />LIMA, Land Manager <br />Off of Land Acquisition <br />Commissioner Bird explained that when the St. Johns River <br />Water Management District took over the Garcia Ranch (Lake Miami <br />Ranch), they did so with the intent of flooding it and making it <br />a part of their water control project, but there are many fences, <br />buildings and structures remaining which could be hazardous to <br />boats after the land its flooded. They are in the process of <br />receiving bids now to remove these obstacles and they are asking <br />that it be closed to the public until October 1, 1986 while the <br />property is being cleared. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Lyons, that the Board accept the <br />Water District's recommendation for the closing of <br />the Garcia Ranch during the removal of fences and other <br />structures and urge them to complete their project as <br />soon as possible so that the area can be reopened to <br />public recreation by October 1, 1986. <br />9 <br />JUN 111986 Boa 64 ma 671 <br />
