Mora, P.E., Public Works Director <br />FROM: Kimberly Graham, P.E., County Traffic Engi <br />SUBJECT: Consultant Proposal to Review and Advise on All Aboard Florida's 90% <br />Plans and Final Plans <br />DATE: February 10, 2016 <br />BACKGROUND: <br />On February 2, 2016, Rusty Roberts, Vice President of Governmental Affairs for All Aboard <br />Florida ("AAF"), told the Indian River County Board of County Commissioners ("Board") that <br />Indian River County ("County") should receive 90% construction plans for its railroad crossings <br />by the end of February, 2016. In anticipation of receiving and reviewing AAF's 90% plans, <br />County staff seeks Board permission to hire George Gavalla with Triad Railroad Consulting, <br />LLC, to serve as a technical railroad safety advisor to the County. Mr. Gavalla has over 38 <br />years of railroad safety experience. Over the past year, Mr. Gavalla has worked with both <br />Martin County and St. Lucie County in reviewing and analyzing their respective 90% plans. As <br />a point of reference, Mr. Gavalla's CV is attached for the Board's review. <br />Attached for your review is the agreement to hire Mr. Gavalla to conduct an inspection of all <br />the railroad crossings within Indian River County; to review any and all track and crossing <br />plans submitted to the County by AAF; and to assist County staff with identifying and <br />addressing any potential issues with the plans concerning safety, costs, etc., associated with <br />the proposed construction and operation of AAF's proposed high-speed passenger railroad <br />project. The agreement also includes an option for Mr. Gavalla to serve as an advisor to IRC <br />on railroad safety, security and operational issues relating to the AAF project. As we have <br />seen with Martin and St. Lucie Counties, it is not unusual for significant modifications to be <br />made to project plans and proposals. Mr. Gavalla's services may be needed for other services <br />including, but not limited to, reviewing modifications to track and crossing plans, participating in <br />site visits, and reviewing AAF's proposed project in conjunction with the transportation of <br />hazardous freight, including liquefied natural gas (LNG). <br />Task 1 (inspection, plans review) of Mr. Gavalla's proposal is estimated to cost $31,050.
