Miller Mkp <br />Chief, Current Development <br />FROM: Stan Boling /�1�1 REFERENCES: Paving <br />Staff Planner IBMIRD <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 18, 1986. <br />DESCRIPTION AND CONDITIONS <br />At the June 4, 1986 regular Board of County Commissioners meeting, <br />the Board considered the proposed amendment to the Zoning Code to <br />establish Section 23.3(d)(3): Paving Requirements. At the <br />meeting the Board agreed on the substance of the proposed <br />ordinance but withheld final adoption pending preparation of a <br />provision to exempt existing establishments from paving provisions <br />where planned improvements would not actually increase trip <br />generations/attractions. Staff has now prepared an additional <br />provision to the ordinance whereby, under certain conditions, <br />paving provision requirements can be exempted. This revision is <br />the underlined portion of the second page of the ordinance, shown <br />on attachment #1. Attachment #2 is the revised ordinance in its <br />entirety. <br />ANALYSIS <br />The revision allows the Public Works and Planning and Development <br />directors to review an applicant's project to determine if site <br />plan improvements will actually increase traffic to an existing <br />establishment. Criteria are established whereby the applicant <br />must prove that no increase in employees, deliveries, or patrons <br />would result from such a project. An example of a project that <br />could be exempted under such criteria would be an establishment <br />proposing to build a garage or shelter for vehicles already used <br />and parked out in the open on an existing developed site. <br />The criteria have been drafted to limit the application of exemp- <br />tions and maintain the purposes of the ordinance, namely to <br />require paving provisions commensurate to increases in road <br />impacts (added trips). <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the <br />ordinance establishing Section 23.3(d)(3): Paving Requirements. <br />45 <br />BOOK 64 <br />
