Dated January 2014 (Miami Dade Report). <br />➢ Wastewater Service Program Area 1 Preliminary Engineering Report — Charlotte County <br />Utilities (Dated March 2010). <br />Volusia Analysis <br />The 2013 report prepared by the Volusia County Health Department (2013 Report) considered the <br />following parameters to rank areas based on a numerical evaluation: <br />➢ Soil permeability <br />➢ Effect on surface water bodies <br />➢ Age of the in -ground systems <br />➢ Protection of ground water <br />➢ Connection to regulated water supplies and <br />➢ Density of land use <br />The Volusia analysis is a numerical method, with a value ranging between 1.20 and 50.0. The lower <br />the score the better the area is suited for septic, and areas with high numbers should be on <br />centralized sewer. <br />Tarnowski Thesis <br />The thesis prepared by Ms. Tarnowski assessed the effects of OSTDS on contamination of surface <br />and groundwaters along three urbanized canals and the St. Sebastian River in IRC, all of which flow <br />into the Central Indian River Lagoon (IRL). Her study's results indicate that areas with high densities <br />of OSTDS are contributing N to surface waters and elevating N:P ratios through submarine <br />groundwater discharge, which may promote eutrophication in the Central IRL. The Tarnowski study <br />evaluated the number of OSTDS within the drainage areas draining to the St. Sebastian River (SSR), <br />North Relief Canal (NRC), Main Relief Canal (MRC) and South Relief Canal (SRC).
