He did <br />not understand how we got'this far with the bid, and Mr. Boone <br />explained that this was not brought to staff's attention until <br />after they had written their recommendation, and they were <br />anxious to award to the low bidder because there is a consider- <br />able saving - $7,000. <br />More questions ensued re the licensing, and Assistant <br />Utilities Director Barton explained that a corporation can't take <br />the test for a general contractor's license, only an individual <br />can, and that individual then can attach his license to a <br />corporation. When and if that individual leaves the corporation, <br />he takes his general contractor's license with him. This is what <br />is going on and complicating the issue with the corporation that <br />is low bidder, and it is up to them to get a replacement general <br />contractor to qualify them. <br />Discussion continued re the timeframe. Vice Chairman Lyons <br />wished to know if the second low bid will hold for two weeks, and <br />this was confirmed. It was also determined that the second low <br />bidder is properly licensed. <br />Commissioner Bowman asked if there is any chance the second <br />bidder could cause some trouble because of this circumstance, and <br />Attorney Vitunac explained that we have a right to waive <br />technicalities on our bids.
