Davis, P.E., <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />Petition from Property Owners <br />SUBJECT: of Suburban Acres East <br />Subdivision for County to <br />Resurface 32nd Terrace by <br />Special Assessment and to <br />Assume County Maintenance of <br />32nd Terrace <br />REFERENCES: Petition from Property <br />Owners of 32nd Terrace <br />Twelve of sixteen property owners (75%) representing approximately 73% of <br />the total front footage along 32nd Terrace south of 8th Street have <br />petitioned the County to resurface and restore to County Standards 32nd <br />Terrace by 100% Special Assessment funding and accept this privately <br />dedicated road for maintenance. The road was constructed in 1977 to then <br />existing.County Standards. <br />ALTERNATIVES AMID ANALYSIS <br />Staff performed a visual inspection of the subject road on March 31, 1986. <br />The road pavement and base in some areas requires reconstruction. In <br />addition, a 36" corrugated metal pipe at the subdivision entrance may need <br />replacement in the next 10 years due to insufficient diameter, possible <br />corrosion, and evidence that fill above the pipe is settling which may be <br />due to existing corrosion or to inadequate compaction over the pipe. <br />Staff has also evaluated the function and condition of the road using the <br />County Acceptance Evaluation Criteria adopted in 1981. Based on that <br />evaluation, the road received a rating of 100 points. A minimum score of <br />100 points has been the past threshold for acceptance. <br />Due to the current numerous petitions submitted for existing dedicated <br />roads under the petition paving program, staff projects that this road <br />would not be reconstructed until mid 1987. <br />Based upon the numerical rating which just meets the 100 point threshold <br />once the road is reconstructed, the staff is of the opinion that acceptance <br />of this road would not impose a burden on the maintenance system once it is <br />reconstructed, except for possible future replacement of the culvert in the <br />Indian River Farms Water Control District Canal. The County's Master <br />Stormwater Plan prepared by Reynolds, Smith, and Hills, Inc. specifies a 8' <br />x 5' box culvert in the 8th Street Sublateral at this location. It is <br />estimated that 50 L.F. of 8' x 5' box culvert with headwalls would cost <br />$15,000. At this time, a 36 round steel culvert is in place. The <br />Property Owners Association representative has indicated that the Property <br />Owners would consent to funding the replacement of the culvert when <br />replacement is necessary, but not at this time. <br />18 <br />
