DESCRIPTIONS & CONDITIONS <br />Albert R. Pincus, an agent for Albert J. Kaplan, the owner, is <br />requesting_ to rezone 5.29 acres located south of State Road 60, <br />and east of 82nd Avenue from A-1, Agricultural District, to CL, <br />Limited Commercial District. <br />The owner is requesting the rezoning to allow for the development <br />of his property in conformance with the surrounding commercial <br />uses along this, area of State Road 60. <br />On June 12, the Planning and Zoning Commission voted 4 -to -0 to <br />recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />Currently the subject property is undeveloped and consists of five <br />acres of a ten acre tract of land. North of the subject property <br />is undeveloped land and a Zippy Mart zoned CL, Limited Commercial <br />District. East, west and south of the subject property is <br />undeveloped land zoned A-1, Agricultural District. Further east <br />is the First Bankers branch office and data center, zoned CL <br />Future Land Use Pattern <br />The subject property and the land to the north, east and west are <br />located within the proposed boundaries of the 650 acre I-95/S.R. <br />60 commercial/industrial node. The land located south of the <br />subject property is designated as MD -1, Medium -Density Residential <br />1 (up to 8 units/acre). The proposed CL, Limited Commerical, <br />zoning is in conformance with the commercial/ industrial node land <br />use designation and is consistent with the surrounding CL zoning. <br />Transportation System <br />The subject property will have access to State Road 60 (classified <br />as an arterial street on the Thoroughfare Plan). The maximum <br />development of the subject property under CL zoning could attract <br />up to 3,680 Average Annual Daily Trips (AADT) which will not <br />decrease the existing level -of -service "A" for this section of <br />State Road 60. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a floodprone area. <br />Utilities <br />• County sewer and water will be available to the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />27 <br />BOOK 855 <br />
