M <br />historically has occurred along the U.S.I corridor resulting in <br />strips and causing traffic and safety problems, inadequate <br />parking facilities, proliferation of signs, etc. Attorney Quinn <br />stressed the statement under Nodal Requirements that "All nodes <br />shall be permitted to develop on a basis of service needs" and <br />inquired if the applicant had furnished information on the <br />marketing needs of the area. <br />The Chairman asked if staff has been provided information re <br />a demonstrated need, and Planner Shearer reported that they have <br />had information from a number of people who have been interested <br />in establishing businesses in that area. <br />Attorney Quinn had some very strong disagreements with the <br />way the Planning Department has approached this particular case. <br />He noted that in 1983 when a 10 acre commercial node was re- <br />quested by the same applicant on the south side of Vista Royale <br />Boulevard but in the same general location, staff's memo noted <br />that the Land Use Element discourages strip commercial develop- <br />ment along U.S.I and expressed the opinion that if commercial <br />uses were needed, that part of the county could be accommodated <br />in the commercial node at Olso Road and U.S.[ or by the U.S, I <br />commercial corridor. Attorney Quinn emphasized this property was <br />not considered appropriate for a node when the Comprehensive Plan <br />was being developed and conditions have not changed since then. <br />Chairman Scurlock asked staff what has happened since that <br />recommendation was made in 1981, and Director Keating believed at <br />that time staff did not feel the total acreage they were <br />requesting was appropriate, but because there are some existing <br />commercial uses, staff feels a limited type node, but larger than <br />the current 3 acre neighborhood node, would be appropriate for <br />this particular area. <br />Commissioner Wodtke believed that in 1983 neighborhood nodes <br />were 8 acres, and he also believed we have only had the OCR <br />designation for a year or two; so, there have been a lot of <br />changes. <br />22 <br />�JUL 15 1986 <br />BOOK 65 <br />I <br />
