M <br />building is a 3 story building which will sit on 14 acres with a <br />requirement of substantial open space around it. The part of the <br />building closest to the property line is 270' away from it, and <br />it will be barely visible from the residential homes on the west. <br />They do have a landscape barrier between the building and any <br />adjacent homes, and he felt the neighbors are satisfied. <br />Attorney Stewart continued that what the ordinance talks <br />about is trying to accommodate group homes or residential centers <br />that provide a family living environment, and the program being <br />afforded does allow the residents to be dependent on it for some <br />of the needs of daily living. He stressed that in order to be <br />licensed, you must offer certain things, which also have to be <br />incorporated in a contract with the resident. Some of the things <br />required are supervision of daily activities; supervision of <br />diets; daily awareness of the safety and well being of the <br />individual; encouragement to participate in social activities; <br />procedures to contact the resident's family and physicians, <br />handle their medication, etc.; arrangements for transportation <br />and support health care. The residents are paying for all these <br />services, one of them being congregate meals. <br />Attorney Stewart emphasized that what is more important in <br />this type project is people as opposed to units and he felt <br />kitchens offer the people some sense of independence. State <br />standards for ACLF do permit kitchens and do not have maximum <br />size conditions, only minimums. He felt they should have the <br />special exception granted without condition b. They have no <br />objection to conditions a, c, or d. <br />Larry Boan of the Central Assembly of God advised that the <br />proposed facility will be their neighbor, and they are speaking <br />in favor of the exception. He felt the folks there need their <br />space and also the kitchen area and that they need that privilege <br />available to them. <br />Sam Culbertson of Eugenia Road believed that Attorney <br />Stewart presented a good argument but he pointed out that at the <br />41 <br />J U L 16 1986 BOOK 6 5 pnu-L J� <br />
