a <br />of U.S. 1 from RM -6, Multiple -Family Residential District (up to <br />6 units/acre), to A-1, Agricultural District (up to 1 unit/5 <br />acres). The applicant would like to construct a barn on this <br />property as an accessory building to his citrus grove. <br />Construction of a .barn which is an accessory use to an <br />agricultural operation requires agricultural zoning. <br />On June 12, 1986, the Planning and Zoning Commission voted 4 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property and the land north and east of it are <br />developed in citrus groves and zoned RM -6. South of the subject <br />property, across 82nd Street, are single-family- residences zoned <br />RM -6. West of the subject property is a commercial nursery zoned <br />CL, Limited Commercial District. <br />Future Land"Use Pattern <br />The Comprehensive Plan designates the subject property and all of <br />the. land around it as LD -2, Low -Density Residential 2 (up to 6 <br />units/acre). The subject property and the land north, east and <br />south of it have been zoned multiple -family since 1957. However, <br />based on the predominant land uses in this area, it does appear <br />appropriate to rezone the property to A-1 at this time. <br />Transportation System <br />The subject property has direct access to 82nd Street (classified <br />as a local street on the Thoroughfare Plan). Rezoning the <br />subject property to A-1 should not increase the number of trips <br />generated by the site and would decrease the potential number of <br />trips that could be generated if the property was developed under <br />the RM -6 zoning. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not available in this <br />area. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval <br />Commissioner Lyons asked if this represents spot zoning, but <br />Mr. Shearer did not think so due to the size of the parcel and <br />the other groves in the area. <br />JUL 23 1-886 <br />26 <br />BOOK 65 mU 157 <br />
