County Attorney Vitunac explained that the purpose of this <br />public hearing is to receive input from the property owners and <br />residents in Winter Beach which can be included in the Planning <br />staff's recommendation for the Winter Beach Precise Land Use Map <br />(PLUM), which will be used as a guideline to determine amendments <br />to the Comprehensive Land Use Plan or Zoning Code in the future. <br />Planner Jeff Goulet explained that originally the Winter <br />Beach PLUM concentrated on the mixed-use area between Old Dixie <br />Highway and North and South Winter Beach Roads, and staff felt <br />that the Comp Plan policies were enough to determine future land <br />uses west of Old Dixie, which is currently designated as LD -2, <br />low density, up to 6 units per acre (upa). The Winter Beach <br />Progressive League is recommending that Alternative #1 be <br />adopted. D'u'e to the perceived threat of higher densities after <br />some recent multiple -family rezonings in the area, they are <br />recommending that the area between Cemetery Road where the <br />current strip of multiple -family is along the FEC Railroad out to <br />Kings Highway be redesignated to LD -1 and rezoned to RS -3, up to <br />3 upa. However, the Planning Department feels that due to the <br />nature of the area and its proximity to the railroad and U.S. #1, <br />the area east of the Lateral G Canal should remain at 6 upa. <br />Further, staff does not feel that LD -1 would be appropriate for <br />any of that area at the present time. Staff is recommending, <br />however, that the area west of the Lateral G Canal out to Kings <br />Highway be designated at up to 3 units per acre on the Winter <br />Beach PLUM. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Sean O'Haire, attorney representing Edward Smith, spoke in <br />favor of staff's recommendation regarding Mr. Smith's property <br />remaining RS -6 and LD -2. He pointed out that the County owns <br />Kiwanis-Hobart Park which surrounds Mr. Smith's property and that <br />property would not be requiring a change in density.
